It's true except maybe the 1 mph part. A state trooper told me there is a 5mph cushion, but that's it. Of course, if it is a different state trooper....

Sounds like what is known in the photography world as a "flash slave". Typically a "slave" sensor is connected to your camera so that it senses a photo flash and then activates a secondary flash at the instant you snap the shutter. Some slave flash units do not need any connection to the camera, such as a Quantaray MS-1 ($20) which senses a flash, then flashes back automatically. With a little photography knowledge, you should be able to rig up one of these DIY using a flash slave. Also, by using this approach, the flash would flash back, also possibly sending a visible "flash" into the eyes of the driver behind you and that driver may call in your tag number. How do you get around that? A good idea nevertheless.
